MANILA, Oct. 17 - Labor and Employment Secretary Silvestre H. Bello III directed the 17 Regional Offices to cancel or suspend the Certificates of Registration under Department Order 18-A of contractors and subcontractors practicing illegitimate contracting and subcontracting arrangements, including ‘endo’.

MANILA, Aug. 18 - To carry out the Department Labor and Employment’s national and regional action plans on eliminating ‘endo’ and other illegitimate forms of contracting, Labor and Employment Secretary Silvestre H. Bello III has directed for the training of regional directors, technical service division chiefs, mediator-arbiters, and labor laws compliance officers (LLCO) in determining labor-only contracting (LOC).

MANILA, Aug. 10 - Labor and Employment Secretary Silvestre H. Bello III recently issued a labor advisory prohibiting labor-only contracting and ensuring strict implementation and enforcement of workers’ right to security of tenure.

“Labor-only contracting is prohibited. This means that labor-only contracting, or those arrangement where the contractor or subcontractor merely recruits, supplies, or places workers to perform a job, work, or service for a principal, is illegal,” said Bello.

MANILA, July 26 - Labor and Employment Secretary Silvestre H. Bello III said that the Department will issue a memorandum which is aimed at reducing “endo” practice by 50 percent by the end of 2016.

“I plan to reduce contractualization by 50 percent by the end of 2016. Workers under “endo” or “555” receive less than the mandated minimum wage without social protection benefits such as Social Security System (SSS), Pag-ibig, and PhilHealth.
