The Automated Election System Watch, through Dr. Nelson Celis, has been asking the Commission on Elections (Comelec or our state poll body) to promulgate a set of implementing rules and regulations (IRR) for the implementation and enforcement of the Automated Election Law, Republic Act No. 8436 as amended by Republic Act No. 9369.

The Department of the Interior and Local Government (DILG) lauds the passage of Republic Act No. 10756 or the Election Service Reform Act, which makes election duty non-compulsory for public school teachers.

RA 10756 entitled “An Act Rendering Election Service Non-Compulsory for Public School Teachers, Authorizing the Appointment of Other Qualified Citizens, Providing for Compensation and Other Benefits,” was signed into law by President Benigno S. Aquino III on April 8, 2016.

It is so lamentable that while our Asean neighbors and the rest of the world are steadily climbing up the economic ladder and benefiting from growing political maturity, we in the Philippines have again to go through a hotly contested, divisive political exercise that seems to have brought out the worst in us and set us back as a people. Another revolution, peaceful or violent, is bruited about as a necessary evil or as a possible offshoot of the heated collision of views and interests engendered by this year’s elections.

Opinion surveys almost by definition capture only people’s whims at the moment, and often do not reflect well-considered views, except perhaps when such a survey is conducted a few weeks before the actual election.
