Alvarez has previously stated that he fully supports a federal system of government under the administration of incoming President Rodrigo Duterte and is considering the formation of a constitutional commission composed of experts to craft a new Charter, which was done by the late former President Cory Aquino in creating the 1987 Constitution after the fall of the Marcos dictatorship.

The meeting was centered on CDPI as a political think-tank who vows to help the Duterte administration achieve the Federalism vision for the Philippines in coordination with PCCI and some members of the 2005 ConCom of the Arroyo Administration.
